Public Procurement Policy Assurance Statement 2025/26

The Public Procurement Policy Statement (PPPS) was approved by the NI Executive on the 5 June 2025 and sets out the principles and strategic objectives for public procurement.

The PPPS includes four Public Procurement Principles and 21 objectives as shown in the table below:

Prompt Payment Policy & Statistics

Invest NI is committed to the prompt payment of invoices for goods and services received in accordance with the Better Payment Practice Code. Unless otherwise stated in the contract, payment is due within 30 days of delivery of the invoice or of the goods and services, whichever is later.  

During 2025-26 Invest NI paid approximately 97% of invoices within this standard (2024-25: 97%)

In 2008 the Finance Minister announced that Northern Ireland Departments had been set a target of ensuring that invoices are paid within ten working days, in order to help local businesses.  

During 2025-26 Invest NI paid approximately 93% of invoices within the ten working day target (2024-25: 94%). 

Contracts Register as at 31st March 2026

The Public Procurement Policy Statement requires that there will be transparency of any variances between the original contract value and actual spend. Invest NI is therefore publishing our live Contracts Register as at 31st March 2026.
